Foreign Policy

A. Foreign policy objectives
The foreign policy will concentrate on protecting the
social and economic interests of Romanian citizens as well as on promoting and
protecting Romania’s economic, political
and military interests, in accordance with its geostrategic
position. The foreign policy should imply an active participation in institutional
and cultural construction of Greater Europe.
According to Romania’s economic, political
and military interests on long term, the foreign policy will concentrate on
achieving the following objectives:
- development
of bilateral and multilateral relations
- good
neighborhood and regional cooperation
- promotion
of economic diplomacy
- extending
the cultural diplomacy
- dinamization of the relations with diaspora, preservation of natural and cultural
identity
Romania’s foreign
policy will take into account the observation of the following conditions:
- cohesion
at both EU and bilateral level - among the strategic objectives of foreign
policy of both Romania and EU and NATO
member countries
- interministerial coordination and
strengthening the communication within the Government in order to confer
substance, credibility and coherence to foreign policy, correlation and
integration of sector policies
- observation and effective implementation
of the commitments undertaken within NATO.
A1. At the level of developing the bilateral relations, the Romanian Government
will take into account:
- priority
consolidation of the relations with EU member states and with SUA;
- development
of economic, technical scientific and cultural cooperation with China,
Western Balkan space, central Asia, Middle East and Latin America
countries;
- consolidation and extension of the
relations with Vatican, Israel and Japan.
A2. At the level of the relations with international
organizations, and of the development of multilateral relations, the Romanian Government
will implement the following policies:
- Romania’s integration
within the European Union according to the calendar undertaken
unilaterally by the Romanian Government in 2000. In this respect, the
institutional reform, mainly within the judiciary and public
administration fields will have to be accelerated within the period 2005 –
2006 in order to create the support pillar that contributes to the
finalization of the accession negotiations and effective implementation of
the obligations undertaken within the negotiations chapters;
- Consolidation
of Romania’s position within
NATO, at the same time with compliance with the undertaken commitments and
association within joint actions, including offering and developing the
infrastructure and logistics facilities for NATO troops;
- Involvement
of Romanian diplomacy within the restructuring of the international system
of security, economic cooperation and adapting the norms and
international law principles to the evolutions determined by the globalization
process. There will be granted attention to the reform of UN structures,
namely to the resizing of commissions and its specialized bodies as well
as to the enlargement of the Security Council with new permanent
members such as Japan and Germany;
- Sustaining
the International Court of Justice, the International Criminal Court, as
well as the European Court of Human Rights, including the respect of its
decisions.
In approaching the diplomacy of globalization we should
take into consideration the following:
- Acquiring
for Romania of the status of
OECD member;
- More
active involvement within the activity of WTO, OSCE,EU, NATO and within UN
specialized structures ;
- Dynamic
proposals in order to elect Romania as headquarters for different
Secretariats of UN Conventions / Protocols, OSCE programs, EU, WTO, OECD
as well as for organizing in Romania some international landmark reunions
under the auspices and financed by international organizations.
B. The Romanian Government will develop relations of good neighborhood and regional cooperation within the South Eastearn European and Black Sea space by:
- Promoting
the good neighborhood and cooperation relations
with the states of South Eastern Europe in order to achieve the stability
plan for peace assurance, consolidation of democracy, respect for human
rights and economic prosperity;
- Protecting
Romania and European
Union’s interests within the South Eastern European space and solving in a
coherent and dynamic way the problems with Ukraine on the basis of
public international law norms;
- Promoting
the relations with the Republic of Moldova on the basis of a
pro active orientation that aims on the one hand at the respect of human
rights, consolidation of democratic framework, and of economic reforms,
and on the other hand sustaining the Romanian culture. In this respect, Romania will orient its
assistance towards granting scholarships, sustaining the Romanian cultural
rights, supporting the activities that sustain the implementation of
democratic reforms and the respect of human rights. Romania will monitor the
strict observation of bilateral agreements.
- Cooperation
within the SEECP in order to promote the stabilization and association
process initiated by the European Union for the states within the Western
Balkans and establishing a structural relation between EU and SEECP.
- Capitalization
of the mechanisms and resources of SECI Center to fight organized
crime, and to promote some coherent policies to fight the unconventional
risks threatening the security within region
- Strengthening
the cooperation within the Organization of Economic Cooperation of the
Black Sea, in order to start off and efficiently implement already
agreed upon projects(energy, financial banking system, transport, tourism)
for the purpose of connecting in a more efficient way its activity to the
national economy priorities and Romanian businessmen’ interests
- Use
of infrastructure, existing installations and of the Romanian specialists
as advantage in increasing Romania’s involvement
within the regional energy security policy; transport, storage, processing
and commercialization of electric energy, oil, gas).
C. Parliamentarian diplomacy
The Romanian Government will cooperate with the Parliament
to settle the mechanisms of information, communication, information management
and monitoring in order to promote Romania’s economic and political interests
in a coherent manner, by bilateral and multilateral Parliamentarian relations ,as well as to control the way in which the
Parliamentarian and Governmental initiatives at the level of economic and
political cooperation can be synchronized and sustained in a mutual way.
D. Economic diplomacy
The Romanian Government will cooperate with the
Presidency, Romanian Parliament and the business community in order to:
- elaborate
a joint action strategy upon promoting Romania’s economic
interests abroad;
- clarify
and settle the mechanisms of communication, information management and
cooperation within the structures of central public administration, as
well as among these, Parliament and business men associations
E. Cultural diplomacy
The cultural diplomacy represents a base to promote the
bilateral relations for a better knowledge of Romanian culture abroad. To this
purpose, the Romanian Government will adopt the following measures:
- Elaboration
of an action plan for the expansion of cultural diplomacy
- Expanding
the Romanian cultural centers abroad especially
within the member states of the Organization for Economic development and
cooperation
- Establishing
the project management within the diplomatic centers
that would facilitate the organization of cultural events and setting up
the cultural and research centers subordinated
to diplomatic centers.
F. Improvement of the relations with diaspora,
preservation of national and cultural identity
- Monitoring
the way of approaching the Romanian communities abroad, especially those
within Ukraine, Serbia and Transnistria area.
- Allocation
of funds to support the education units at all levels, cultural and
denomination institutions as well as granting scholarships to
Romanians living abroad
- Improvement
of the communication among the Romanian communities and public
authorities, foundations and the business communities abroad
- Supporting
the publishing and spreading out of newspapers, reviews and audio visual
productions, supporting the setting up of radio and tv stations.
